Corruption is a severe challenge in South Africa’s public sector. And research shows that ethics officers (EOs), who are on the front lines in the fight against the scourge, face significant challenges.
Flow Communications was approached by the Transparency, Integrity and Accountability Programme (TIP) of GIZ-South Africa to develop a meaningful campaign ahead of Ethics Week 2025. We knew we had to focus on building EOs’ confidence.
Our idea: The Ripple Effect campaign. A well-designed, multi-phase intervention to shift EOs from feeling like isolated administrators to connected internal advocates for doing the right thing.
